Introduction to the departmnet
Adams Lake Indian Band has a critical need to develop
and implement a Comprehensive Community Plan that provides the
foundation for a safe, healthy and prosperous community. It must
be a living and flexible framework that grows and evolves with our
community and our people. It must address all members of the
community and consider the needs of existing as well as future
generations. It must utilize a consultative and holistic
approach. It must integrate all elements of a CCP – cultural,
capital and infrastructure, social, health, economic, lands, resources
and governance. It must provide a framework to develop and
maintain our capacity to be self-sufficient though development of a
human resource and economic development strategies and accompanying
training/education plans.
The preplanning phase of the CCP Project will assess community
readiness, review existing planning documents and processes, conduct
research, human resource plan for the team and committee, develop a
budget, identify funding sources and develop a work plan for the
2008/2009 fiscal year.
The project team will consist of Chief, Council, Advisor, Project
Coordinator, Project Assistant, and Community Committee with direction
and input from the Adams Lake Band Community, including elders, youth,
children and business.

The
CCP Project goals to develop a viable, detailed plan that will enable
the peoples of Adams Lake Band to realize their 20 year goals through
self-implementation to
- Be self-sufficient

- Preserve culture and heritage
- Provide adequate housing
- Preserve the environment

Band pride
- Maintain fiscal responsibility.
In order to accomplish these goals, ALIB objectives (to be further
discussed and refined in pre-planning and planning consultation session
with community) include:

business opportunities as a result
of a viable planning process
- Develop and
implement a human resource strategy

governance, management, operational and technical capacity

enthuse and empower the membership of
ALIB to achieve their individual dreams and goals.

While the pre-planning
phase of CCP has only recently commenced, previous member meetings,
planning
sessions and feedback from the community have identified several topics
that
are priority matters in the development of CCP
- Youth, issues need to be
addressed, as does planning for the future of
these young people and their children
- Potable water, need a
water treatment facility and trained personnel
- Garbage and sewage
facilities
- Housing and related
infrastructure, new housing and renovations
- Longer term financial
plans and budgeting practices
- Governance and leadership
best-practices and skills that provide for the
best possible future scenarios of the peoples of ALIB
- An integrated approach
and planned growth
- Analysis of proposed
“bridge” projects, how many needed and when,
prioritize
- Review of tourism development
opportunities, including leasing
practices/terms of recreation leases.
Comprehensive
Community Planning is an ideal
mechanism for Adams Lake Indian Band: it
is a holistic process and provides the tools, stages and resources that
will
enable ALIB to break down strategic community planning into manageable
pieces. Equally important to this
community, CCP will provide much needed continuity so that ALIB can
develop
detailed work and implementation plans.
